Harbour Management Role
PNGHMS performs port management roles and functions with major responsibilities of policy formulation and carrying out regulatory compliance inspections/investigations to ensure minimum safety, security and environment standards are maintained in line with the requirements of the Harbours Act (Chapter 240), the Port (Management and Safety) Regulation 2010, relevant legislation, international codes, and conventions.
All prescribed activities within the Ports are regulated to ensure minimum safety & security measures for vessels, port facility operators, port users, and other stakeholders are in place for the continuous flow of trade in goods and services and less disruption to businesses, communities, properties, infrastructure and the environment.
All activities within the ports are required to be permitted and licensed.

- Vessel Sea Trail
- In-water Vessel Hull & Propeller Cleaning, Polishing & Inspection;
- Port Dead Ship Movement;
- Underwater Lease;
- Port Helicopter—Ship Operations;
- Mooring & Line Boat Service;
- Tug, Towage & Mooring Service;
- Stevedoring;
- Conveying or Handling of dangerous goods;
- Hot Work
- Wrecks & Relics Removal & Disposal
- Discharge Cargo Over-side & Load from Sea to Ship
- Non-Declared Port Management
- SHip in Need of Assistance
- Dredging;
- Excavations and reclamations;
- Engine Immobilisation

Note: Above list is not exhaustive, it is advisable to check this office first before undertaking any activity within the declared ports.
Fees, Levies, and Charges
Regulatory Fees, Levies, and Charges are provided for under section 77 of the Ports (Management and Safety) Regulation 2010. These fees, levies, and charges are used for the purpose of regulating and managing the ports. These fees and charges are compulsory and necessary to sustain the regulatory operations of PNGHMS.
Note that the fees, levies, and charges vary for each activity and the applicants are urged to ensure correct fees, levies and charges are paid. Applicants are advised to liaise with the PNGPCL Business Managers for assistance.
Penalty
Appropriate penalties are prescribed under section 83 of Port (Management and Safety) Regulation 2010 for any breach or non-compliance.
